If you don't want to spend £400, you need to look at non-Gore-TEX fabrics, especially Gore-TEX Pro. Two non-Gore-TEX £200-250 options from the big two UK brands:

Haven't "top end Gore-TEX" jackets always been eye-wateringly expensive? The definative scottish winetr jacket according to UKC is the ME Tupilak:

currently retailing at £380. It was reviewed in 2013, 8 years ago, and had an RRP of £330. £50 is a lot, but that's after jackets had been "stuck" around the £300 for quite a while.
