Trigger finger following a fall in Spain

I had a fall in Spain which left me unconscious for several months, I was treated badly in the hospital and I have been unable to use my left hand much since... I'm guessing that it's called trigger finger as all the fingers are curled in. Impossible to straighten, even by force. The thumb has returned. It's now almost been a year and a half since the fall. The Spanish gov has been very awkward and wants 12k+ for my treatment, even though I was unconscious and unable to select a hospital for which I had coverage. I doing what I can to sort this side of things out. 

Really I mostly concerned about having two working arms again. I've been dealing with specialists again and been receiving hopefully news that they can sort it out.

It all started with a shattered shoulder severing the nervous system in shoulder area and even though that appears to have healed, the tendons seem to have shortened.

Does anyone have experience with this condition? What is it called? What are the solutions? I speak Spanish to a high level but I get a bit lost sometimes with highly technical conversations (or medical in this case).
