You are allowed to climb on it. Just avoid the busy bank holiday weekends, and the school summer hols (evenings are ok).

I'm pretty sure lion rock is banned year-round

That is what it currently says in the BMC RAD database, but not what I was told by the NT warden for Cheddar. I'll try to get a definitive answer from the BMC.
