Alternatives to Labour's top-down thinking

An interesting article by John Harris in today's article. 'Big socialism' has had its success stories (like the NHS), but too often seems to be a question of shovelling large quantities of public money at problems - an approach with weaknesses that are clear and apparent to many of us, and which play into the hands of those who wish to pursue blanket condemnations of socialist thinking. Try devolving social security to Northampton Council!

I can see what he's getting at, and maybe more regional initiatives would be an option. The trouble being, more red tape, more people administrating things, means less money at the coal face.

Aren't we in a top down system now, with "trickle down economics" which is supposed to make us all better off, by making loads of rich bastards with all the money? It's not working very well, unless the amount of food we now have in food a banks is some sort of indicator of success.
