Should I be able to connect my Lenovo laptop with Windows 10 to my Samsung digital TV?

Depends on the TV and the laptop. 

Chances are you can use a HDMI cable, but some laptops don’t have a HDMI output so then you’ll need an adapter. Some TVs let you connect to them wirelessly. 

There are lots and lots of different ways of doing this (VGA, DVI, DisplayPort, HDMI, Miracast...).  And each laptop typically supports one or two, and each TV supports one or two - hopefully there will be one which is supported by both, and if not you'll need an adaptor.

If you can post the model number of your laptop and TV, I or someone else can probably look it up pretty quickly.

If your TV is on the same network as the laptop, and you want to view the contents of a browser, open up Chrome, and from the options menu look for the option to Cast to TV.
