Have 2 ME jackets that went like that, they leaked long before they got to that stage, so I'd say yes, it's farked! Today would be a good day to go and test it mind!
When my ME jacket looked like this after a year the manufacturer replaced it under warranty. Whatever that says about the overall state of the jacket is hard to say.
