I'd suggest that if you're just getting into it and need to keep the wind and a bit of rain out you don't need anything fancy. I've got a few bits and pieces but go out a lot in a €20 Kalenji windproof from Decathlon - and we get some serious wind and rain around these parts.
Spending big money on something thin and light only pays dividends when you need to carry it with you for long distances (like ultras) so I wouldn't worry about it right now.
