Anyone have any idea whether Upper Couloir (II) on Stob Ghabhar is likely to be in condition this weekend?

Not objective, but I doubt it. Nevertheless, you'd be near the Glasgow University Mountaineering club's hut, Clashgour,  there. You never know, it may not be rented out this weekend.

It's also near to a lovely pub, the Inveroran, if it is open.

Well this weekend looks quite cold and reasonably settled so could be good for an attempt. No local knowledge but on the basis of several fails before finally succeeding I would say optimum conditions are long spring days, old hard snow and high snow line because the walk in is very long (though fantastic scenery). Be prepared for it to feel quite hard for a II if it's not well filled in. But it's high and sheltered so seems to hold the snow very well. It was always deep soft snow that stopped us before. You can see into it from rannoch moor on A82.

Look out for avalanche risk but a fantastic day out and can always bail out to the ridge if it is not in.
