Will this sanitised approach solve the problems, or simply displace them elsewhere?

Not keen. Can't help feel that this would make visits to sites within the NP feel more sterile. Mentioned this on twitter earlier and I think this is more an attempt to attract the tourist pounds (not necessarily a bad thing) rather than preserving the environment. I'm much rather they tackled the current issues (I was reminded that Loch Lubnaig has it's own special wildlife on a Friday night!) rather than add kiosks and campsites.
