I'm sure they usually do - there is only a tiny bit of Cornwall below 50 degrees North and I'm sure snow does not fall there very often. I don't think your advice would have much effect on these "rogue" snowflakes.
Ok update on Chee Tor based on climbing thrre yesterday. Its fine until early afternoon. There are a couple of hot hours then the right hand side statts to be shadowed. Not perfect but not a disaster and a brilliant crag.
