The bottom bit is easy but that blank metal plate at the top looks hard.
However, the whole premise is bollocks. Nobody is going to climb it according to IFSC rules, they'll aid it with a ladder or a rope with a hook on the end or by clamping stuff you can pull on or stand on onto those posts. At which point it comes down to the cameras and other sensors and how fast the border patrol can get there.
