I imagine it is money, there will be huge legal disputes about who pays for what, which contracts are valid for a rescheduled event, it will be $Bn's. If the IOC cancel it then they are possibly responsible for these costs, if the Japanese government cancel it, they might be liable. I guess neither party wants to blink first.
