If you click on someone's username (click on mine to see this), there's an email button. This goes to a form so you can send that user a message.
The message is then sent directly from the server to their email address so the sender doesn't get to see the recipient's email address unless they reply to that email.

BTW, the User-to-User messaging is still blocked but the Contact Us form (link at the bottom of every page) still works fine.
