I've read this several times now and still don't really know what they are trying to say:

It means the HS2 zealots overlooked details such as stations in London and the need for actual trains.

I think in a nutshell it means they haven't a clue how much it will really cost.

i think they mean the point at which they got the 'actual numbers involved' worked out, and they then promptly shat them selves and lied to the parliamentary committee about shitting themselves.
