New App to be launched to enable people to record instances of tick bites  to try and track Lyme disease

In the report it's named as "LymeApp". I can't find an Android app of that name. Have you used it?

Not in the Apple store either. There is already the https://lymediseasemappingproject.org app though - I can't work out to what extent this new project complements or duplicates that.

There's nowhere in the article that says that the app is actually finished or available yet - that will be why you can't find it...

"A demonstration version of the new LymeApp has been launched at an event in Inverness."
"The finished product is to have a function on the app which would allow people to report tick sightings and bites."
