Does anyone know if there is any sort of public transport(summer) from Courmayeur towards the head of the Val Ferret/Rifugio Elena?

Yes regular service. Free or very.cheap from the bus station in Courmayeur.

If.you get on anywhere but Courmayeur you need.to.buy.tickets at the nearest shop or bar.
