9 Edges Endurance - Change of route

Edale MRT just announced a change of route on the 9EE, due to "changes in land permission procedure". Has there been a recent change in the CROW rules? I would have thought this kind of events was permitted by default, or does it fall under "running commercial activities on the land" which requires owner's permission?

I have some details about Natural England and the National Trust motives (land protection basically) but I'm still surprised of the route change after all these years going the same route.

It was reported to the Peak Area BMC meeting yesterday that the changes were because the Moscar Estate (Duke of Rutland owned) refused permission.  I don't see the change in route as especially serious but the access precedent obviously is (apparently legal under CRoW). If the problem is from Moscar Estate I'm not sure why your comments on the NT or NE were made or are relevant.
