Snow Leopard rucksack - question about buckles on back

I bought this rucksack on line second hand via a Facebook group and I have just used it in anger for the first time loaded up for a four day trip in to the mountains. I am very happy with it as a replacement for my AB 85, which lasted for 30 years.

I have noticed two buckles on the back next to the shoulder straps which don't have any tapes in them by default. Does anyone know what they are for? They seem to be downward facing and are not a part of the back/shoulder strap tensioning system.

If its a TNF Snow Leopard from 1994. Im sitting here with the specs in front of me like a sad git on a Bank Holiday!
As you look at the back of the rucsac, to the outside of the riser straps (which connect the rucsac strap adjuster to the main body of the sac) there are two other buckles. These should be connected to tapes to adjust or remove the detachable top pocket (which is also held in place by a velcro tape in the middle)
Possible to just about see it here (although the central velcro tape is not fastened)
