I can't see much discussion of the deaths in the Nepal storms. It appears a serious situation with more deaths than on any of the much widely reported Everest episodes. I am not sure what to make of this rather confused report

But the quote that "If someone had taken the responsibility just to stop people going up there, I'm sure the fatalities would have been a lot less." caught my attention. On these treks, to what extent are people expected to look after themselves and be aware of the dangers?
