I don't think they expect to sell any they're just making them available to buy to follow the rules.

All gear used in the pro peleton has to be available to buy by the general public.

I'm assuming this also extends to shoes but happy to be corrected.

It does seem a little silly that he's made some really light shoes and they are so light and minimalist that they have no insulation and he then needs to wear 2 pairs of overshoes that must add some weight surely.

That's only in the cold though. Most people wear overshoes in the cold anyway.

I think it's great he's made his own custom stuff
