Which bit? You can get the train to Abergavenney in the east or Llangadog in the west. I've done all of the Black Mountains and some of the central Brecons from Abergavenney using the bike. I'm pretty sure there are buses between Abergavenney and Brecon.
Probably a bus from Merthyr to Brecon as well. Worth checking http://www.traveline-cymru.info for options.

Trains generally go as far as the edge of the National Park, Abergavenny, Merthyr, Llandovery etc. You can get buses from these places to Brecon and from Brecon you can get buses to most of the more popular bits. Most buses are Stagecoach and trains will be Arriva

Unfortunately the Beacons Bus has just been withdrawn though they are still running the Bike Bus will still run over the summer so you can do the Taff Trail as a linear route.
Malky's link to the Traveline Cymru website it your best bet.
